ملخص
(الملکة اللسانية) مصطلحٌ وضعه ابن خلدون وعنى به التمکن من اللغة، والقدرة على التصرف فيها على وجهها الصحيح.
تحدّث في مقدمته عن هذه الملکة، وطرق اکتسابها، وما يتصل بها من مؤثرات وعوامل، ولم يقصد في حديثه عنها تخصيص (ملکة اللسان العربي)، وإنما کان يکوِّن نظرية عامة تنطبق على کل اللغات باعتبارها أحد مظاهر المجتمع الإنساني.
أقام ابن خلدون رؤيته للظاهرة اللسانية على أساسين، أولهما: أن کل اللغات ملکات (صناعية) تکتسب بالتعلم والممارسة، وثانيهما: أن السمع أبو الملکات اللسانية، وهو العامل الأساس في تحصيل أي ملکة لسانية.
ويرى ابن خلدون أن (ازدواج اللغة) يُعدُّ المعوِّق الرئيس الذي يعيق حصول الملکة اللسانية، لأن الملکة إذا سبقتها ملکة أخرى فلا تکون إلا ناقصة أو مخدوشة، ويکون القصور في الملکة الطارئة
وأشار ابن خلدون إلى أن الغلبة والدين، والاختلاط بالأعاجم، وتفاوت العصر والبيئة. کلها عوامل تؤثر على الملکات اللسانية صحة أو فساداً.
وأفرد ابن خلدون فصلاً تحدث فيه عن (علوم اللسان العربي) ودورها في تحصيل هذه الملکة.
Abstract
(Linguistic Faculty) is a term coined by Ibn Khaldun which means the mastery of language and the ability to use it properly.
   In his introduction he talked about this competence, the ways of acquiring it, and the related influences and factors. He did not mean to restrict it to the Arabic Language but rather he formed a general theory that applies to all languages ​​as one of the features of human society.
 Ibn Khaldun established his vision of the linguistic phenomenon on two grounds, the first of which is that all languages ​​have (practical) properties acquired by learning and practice, and the second is that listening is the father of linguistic faculties, which is the main factor in the acquisition of any linguistic competency.
 Ibn Khaldun believes that (bilingualism) is the main handicap that hinders the acquisition of linguistic competency, because if the competency were preceded by another, it will only be incomplete and imperfect, and the shortcomings will be evident in the acquired competency.
 Ibn Khaldun indicated that power, religion, mixing with non-Arabs, and changing times and environment are all factors that affect the strength and weakness of linguistic faculties.
 Ibn Khaldun assigned a chapter in which he talked about (The Arabic Language Studies) and their role in acquiring this competency.
